CRA MARKS TEN YEARS OF REGULATORY EXCELLENCE

The Casino Regulatory Authority of Singapore (CRA) held its Workplan Seminar 2018 and 10th Anniversary event today on 20 April 2018, marking a decade of regulatory work as a casino regulator. The theme for the event was “Upholding Trust Through Regulatory Excellence”.
2. Mrs Josephine Teo, Minister, Prime Minister’s Office, Second Minister for Manpower and Second Minister for Home Affairs, delivered the keynote address as Guest-of-Honour.
3. In her address, Minister Teo lauded CRA’s performance in advancing its mission. In particular, she noted that casino-related crime constituted a very small proportion of overall crime in Singapore, at less than 1%, and organised crime has not entrenched itself in the casinos. In addition, problem gambling rates have stayed low and stable.
4. Minister Teo highlighted two key challenges confronting CRA. The first challenge was to ensure that CRA’s regulations and processes would continue to be effective in mitigating any potential harms from the casinos, whilst at the same time allowing space for the two Integrated Resorts to innovate and adapt amidst regional competition. The second challenge was to stay abreast of technological developments that could impact the gambling landscape, such as new types of games, gaming machines and payment modes. To address these challenges, CRA must continue to work with regulators in other jurisdictions, draw lessons from their experiences and apply them to Singapore’s context.
5. Minister Teo was also presented with a copy of CRA’s 10th Anniversary Commemorative Book which documented CRA’s growth and transition through the last decade, and its pursuit of regulatory excellence for the journey ahead.
