Functions of Special Employees

"Special employee" means a person who —

a)       is employed or working in a casino in a managerial capacity or who is authorised to make decisions, involving the exercise of his discretion, that regulate the operations of a casino; or

b)       is employed or working in a casino in any capacity relating to any of the following activities:

(i) the conduct of gaming;

(ii) the movement of money or chips about the casino premises;

(iii) the exchange of money or chips to patrons of the casino;

(iv) the counting of money or chips on the casino premises;

(v) the security and surveillance of the casino;

(vi) the operation, maintenance, construction or repair of gaming equipment;

(vii) the hosting of, providing hospitality services to, or discretionary issuance of complimentaries to, high value gaming segment patrons;

(viii) the management or supervision of junket promoters, or negotiation or entering into casino-related agreements with junket promoters;

(ix) the acquisition, rectification, modification, disposal or destruction of gaming equipment;

(x) the supervision of gaming equipment storage areas or the authority to determine personnel access rights to gaming equipment storage areas;

(xi) the shuffling, or any other method of randomising or preparation thereafter, of cards intended for use in an approved game under section 100 of the Casino Control Act;

(xii) the scheduling of special employee deployment;

(xiii) the internal audit of casino operations;

(xiv) the accounting procedures in, and in relation to, the casino;

(xv) the collection or release or discharge of any debts issued under section 108 of the Casino Control Act;

(xvi) the exchange of financial instruments (e.g. cheques and cashier's orders), electronic credits, promotional coupons or chip purchase vouchers;

(xvii) the counting of promotional coupons or chip purchase vouchers on the casino premises;

(xviii) the conduct of internal investigations into any of the following:-

(a) Offences by special employees arising out of or in connection with the employment of the licensee;

(b) Contravention by special employees of the Authority's regulatory requirements or conditions of special employee licences; or

(c) Breaches by special employees of the employer's code of conduct requirements;

(xix) the supervision of any of the above activities.

Categories of Special Employee

The categories of special employee licences, with the authorised functions and examples of job titles/descriptions of each category of licence, are set out below.

Category A

Authorised Function

Any of the following functions:

(a) The function of senior management or other executive function of a casino operator;

(b) The functions in paragraph (a) of the definition of "special employee" in section 2 of the Act performed by a person with overall responsibility for that function;

(c) A function with significant influence over or with respect to operations in a casino; and

(d) Any function authorised by a Category B or Category C1 licence.

(a) Middle management of a casino operator;

(b) A managerial function in a casino;

(c) Making operational decisions, involving the exercise of discretion, that regulate the operations of a casino; and

(d) Any function authorised by a Category C1 licence.

(b) Technical support services relating to the maintenance, rectification or repair of surveillance installations, devices or equipment in any casino premises.

Slot Technician
- Technical support personnel for surveillance equipment, slot management system or electronic monitoring systems

Issuance of Special Employee Licence

  • Category A, Category B and Category C1 licences are issued in an e-licence format. You may obtain the e-licence from your employer.
  • Category C2 licences are issued in hardcopy format.
